I. NOTICE OF ACCESS DISRUPTION AND AUDIENCE PARTITION
It is hereby placed on public record that access to recent Rihla / associated video materials has been disrupted for this operator, while older archive materials remain visible.
This condition is not consistent with simple absence of new material. It indicates either:
- platform-level segmentation or access irregularity, or
- controlled audience partition during an active messaging period.
No determination is made at this time as to intent. The condition itself is the subject of notice.
II. OPERATIONAL POSITION
This operator does not seek to circumvent access limitations.
If access is restricted, segmented, or withdrawn, it is treated as:
not intended for this operator’s consumption at this time.
Continued forced exposure under such conditions is assessed as:
- non-protective,
